लखनऊ। प्रधानमंत्री नरेंद्र मोदी ने रविवार को ‘जल जीवन मिशन’ के अन्तर्गत विन्ध्य क्षेत्र के जनपद मीरजापुर और सोनभद्र की 5,555 करोड़ रुपए से अधिक की कुल 23 ग्रामीण पाइप पेयजल परियोजनाओं का वीडियो काॅन्फ्रेंसिंग के जरिये शिलान्यास किया। इनमें 9 पाइप पेयजल परियोजनाएं जनपद मीरजापुर तथा 14 पाइप पेयजल परियोजनाएं जनपद सोनभद्र की हैं। इन परियोजनाओं के माध्यम से जनपद मीरजापुर तथा सोनभद्र के 2,995 राजस्व ग्राम की 41,41,438 जनसंख्या लाभान्वित होगी।
मुख्यमंत्री योगी आदित्यनाथ जनपद सोनभद्र से इस कार्यक्रम में सम्मिलित हुए। प्रदेश की राज्यपाल श्रीमती आनंदीबेन पटेल वर्चुअल रूप से इस कार्यक्रम में शामिल हुईं। जनपद सोनभद्र के आयोजन स्थल पर केन्द्रीय जल शक्ति मंत्री शगजेन्द्र सिंह शेखावत तथा प्रदेश के जल शक्ति मंत्री डाॅ0 महेन्द्र सिंह भी मौजूद रहे।
कार्यक्रम को सम्बोधित करते हुए प्रधानमंत्री नरेंद्र मोदी ने कहा कि जल जीवन मिशन के तहत घर-घर पाइप से पानी पहुंचने से आमजन का जीवन आसान होगा। इसका एक बड़ा लाभ गरीब परिवारों के स्वास्थ्य को मिलेगा। इससे गन्दे पानी से होने वाली हैजा, टायफाइड, इंसेफेलाइटिस जैसी अनेक बीमारियों में कमी आएगी। उन्होंने कहा कि विंध्याचल के हजारों गांवों में पाइप से पानी पहुंचेगा तो इस क्षेत्र के बच्चों का स्वास्थ्य सुधरेगा और उनका बेहतर शारीरिक और मानसिक विकास होगा। हर घर नल पहुंचाने के अभियान को डेढ़ वर्ष हो रहे हैं। इस दौरान देश में 2 करोड़ 60 लाख से ज्यादा परिवारों को उनके घरों में नल से शुद्ध पीने का पानी इन्तजाम किया गया, जिससे उत्तर प्रदेश के भी लाखों परिवारों को लाभ मिला है।
प्रधानमंत्री ने कहा कि मां विन्ध्यवासिनी की विशेष कृपा है, जो लाखों परिवारों की भलाई के लिए शुद्ध पेयजल की योजना का शुभारम्भ हो रहा है। ‘नल से जल हर घर’ पहुंचाने के लिए मुख्यमंत्री योगी आदित्यनाथ ने सोनभद्र जिले के धंधरौल बांध के करमांव गांव में उपस्थित होकर पूरी टीम के साथ जो प्रयास किया है, वह प्रशंसनीय है।
प्रधानमंत्री ने कहा कि आत्मनिर्भर गांव से आत्मनिर्भर भारत के अभियान को बल मिलेगा। जीवन की बड़ी समस्या जब हल होने लगती है, तो एक अलग विश्वास पैदा होता है। यह विश्वास विन्ध्य क्षेत्र की जनता में दिख रहा है कि वे पानी के प्रति कितने संवेदनशील है। वर्तमान सरकार लोगों की समस्याओं को समझ कर उनका त्वरित समाधान कर रही है। आजादी के दशकों बाद भी यह क्षेत्र उपेक्षा का शिकार रहा, जबकि यहां पर प्रकृति की असीम कृपा है, नदियों का क्षेत्र है, इसके बावजूद इस क्षेत्र की पहचान सूखे के रूप में ही रही।
प्रधानमंत्री ने कहा कि वन उपजों की ज्यादा कीमत आदिवासियों को प्राप्त हो, इसके लिए 1250 वन धन केन्द्र पूरे देश में खोले जा चुके हैं। आदिवासी अंचलों का विकास अत्यन्त आवश्यक है। जनजातीय युवाओं को बेहतर शिक्षा देने के उद्देश्य से देश में एकलव्य माॅडल स्कूल स्थापित किए जा रहे हैं। आदिवासी क्षेत्रों के विकास के लिए पैसों की कमी न हो, इसके लिए डिस्ट्रिक्ट मिनरल फण्ड बनाया गया है। इसके अन्तर्गत 8 हजार करोड़ रुपए की धनराशि एकत्र की गई है। अन्नदाता ऊर्जादाता भी बने, इसके लिए सरकार सतत कार्य कर रही है। मीरजापुर का सौर ऊर्जा प्लाण्ट विकास का नया अध्याय लिख रहा है।
प्रधानमंत्री ने कहा कि वर्तमान सरकार ‘सबका साथ, सबका विकास, सबका विश्वास’ के मंत्र को लेकर कार्य कर रही है। आज देश के हर क्षेत्र को विकास से जोड़ा जा रहा है। विन्ध्य क्षेत्र की वर्षों से अधूरी पड़ी सारी योजनाओं को पूरा करने का कार्य किया गया है। उन्होंने कहा कि मेडिकल इंफ्रास्ट्रक्चर हो या सड़कों का निर्माण सभी का विकास किया जा रहा है। प्रधानमंत्री आवास योजना के तहत गरीबों को पक्के मकान दिए जा रहे हैं। सरकार आदिवासियों को उनकी आवश्यकतानुसार डिजाइन किए हुए आवास उपलब्ध करा रही है।
प्रधानमंत्री ने कहा कि वर्तमान सरकार द्वारा स्वामित्व योजना के माध्यम से गांव की जमीन व घर का तकनीक (ड्रोन कैमरा) से नक्शा तैयार कर दस्तावेज बनाए जा रहे हैं। इससे गांवों के लोगों को अपनी जमीन का कानूनी अधिकार मिल रहा है। उन्हें अपनी जमीन व घर पर लोन भी मिल सकेगा, इस प्रकार उनके जीवन में सकारात्मक बदलाव आएगा।
उन्होंने ने कहा कि कोरोना का खतरा अभी टला नहीं है। इसलिए दो गज की दूरी तथा हाथों की साफ-सफाई का पूरा ध्यान रखें। मास्क भी अवश्य पहनें। उन्होंने कहा कि कोरोना से बचने के लिए लागू दिशा-निर्देशों का पालन आवश्यक है। उन्होंने कहा कि ‘जब तक दवाई नहीं तब तक ढिलाई नहीं।’ उन्होंने कहा कि उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ कोरोना काल के दौरान जिस तरीके से कार्य कर रहे हैं, वह सराहनीय है। उत्तर प्रदेश की एक बड़ी आबादी को लाॅकडाउन के दौरान उनके घर तक सकुशल पहुंचाने का कार्य करने के साथ-साथ उन्हें राशन भी उपलब्ध कराया गया, ताकि उन्हें दिक्कत न हो। इसके साथ विभिन्न राज्यों से उत्तर प्रदेश वापस आये कामगारों/श्रमिकों को रोजगार देने की व्यवस्था भी की।
इससे पूर्व, प्रधानमंत्री ने महिला लाभार्थियों से संवाद भी किया। उन्होंने सोनभद्र जिले के एन0आर0एल0एम0 समूह की गुरमुरा निवासी श्रीमती फूलपत्ती देवी से वर्चुअल संवाद किया। उनकी हौसला अफजायी करते हुए प्रधानमंत्री जी ने कहा कि श्रीमती फूलपत्ती देवी तथा उनकी टीम ने कोरोना संक्रमण से बचाव के लिए बड़ी संख्या में मास्क बनाकर लोगों को उपलब्ध कराए, जो एक सराहनीय कार्य है।
विन्ध्य क्षेत्र में शिलान्यास की गई परियोजनाओं के लिए क्षेत्र की जनता को बधाई व शुभकामनाएं देते हुए उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने कहा कि आज शुद्ध पेयजल की आपूर्ति के इस कार्यक्रम का शुभारम्भ प्रधानमंत्री नरेंद्र मोदी के कर कमलों से किया गया है। इस क्षेत्र में विकास की इतनी बड़ी परियोनजाएं पहले कभी नहीं आई। आज कोरोना कालखण्ड में भी यह क्षेत्र विकास से वंचित नहीं है।
मुख्यमंत्री ने कहा कि उत्तर प्रदेश के बुन्देलखण्ड तथा विन्ध्य क्षेत्र में पेयजल की उपलब्धता एक चुनौतीपूर्ण कार्य है। ग्रामीण इलाकों में पाइप पेयजल योजना के माध्यम से सभी घरों को शुद्ध पेयजल उपलब्ध कराया जाएगा। उन्होंने कहा कि शुद्ध जल का अर्थ है, बीमारियों का सर्वथा अन्त। किसी भी बीमारी को रोकने में स्वच्छता और शुद्ध पेयजल की आपूर्ति की बड़ी भूमिका है। जनता को जब शुद्ध जल घर पर उपलब्ध होगा, तो उन्हें दूर जाने की आवश्यकता नहीं होगी। इससे इनका जीवन खुशहाल होगा और बीमारियों से निजात मिलेगी। उन्होंने प्रधानमंत्री और केन्द्रीय जल शक्ति मंत्री के प्रति आभार व्यक्त किया। सीएम योगी ने कहा कि विन्ध्य क्षेत्र में पर्यटन की असीम सम्भावनाएं हैं। इसके दृष्टिगत इसका विकास किया जा रहा है। यह धरती योगीराज मत्स्ययेन्द्र नाथ की साधना स्थली रही है। क्षेत्र का विकास करते हुए इसे पर्यटन से जोड़कर यहां व्यापक स्तर पर रोजगार उपलब्ध हो सकेगा। जनपद सोनभद्र में हवाई पट्टी का विस्तार किया जा रहा है, जिससे लोगों को हवाई यात्रा की बेहतर सुविधाएं प्राप्त हो सकेंगी।
मुख्यमंत्री ने कहा कि बिजली की पर्याप्त व्यवस्था करने के उद्देश्य से यहां सौर ऊर्जा प्लाण्ट लगाया जा रहा है। उन्होंने कहा कि प्रधानमंत्री आवास योजना और मुख्यमंत्री आवास योजना के माध्यम से सभी पात्र लोगों को आवास उपलब्ध कराए गए हैं। आयुष्मान भारत योजना के तहत प्रत्येक पात्र परिवार को 5 लाख रुपए का बीमा कवर प्रदान किया गया। आजादी के 70-72 वर्षों में मात्र 398 गांवों में ही पेयजल की व्यवस्था थी, वहीं वर्तमान सरकार द्वारा आज एक दिन में ही 3 हजार गांवों को शुद्ध पेयजल से जोड़ने का कार्य किया जा रहा है। इस प्रकार लगभग 41 लाख लोग लाभान्वित होंगे। यह योजना आने वाली पीढ़ियों को भी बेहतर पेयजल व्यवस्था देगी। उन्होंने कहा कि प्रधानमंत्री के अथक प्रयासों से आज देश की जनता को बिना भेदभाव के विकास की योजनाओं का लाभ मिल रहा है। गांव, गरीब, किसान, महिलाएं, नौजवानों सहित समाज के हर तबके को यह लाभ मिल रहा है।
कार्यक्रम के दौरान मुख्यमंत्री को ग्रामीण आजीविका समूह द्वारा तैयार की गई टोपी तथा धनुष-बाण भेंट कर सम्मानित किया गया। जनपद भ्रमण के अवसर पर सीएम योगी ने धधरौल बांध, जनपद सोनभद्र पर जलाभिषेक तथा पूजा-अर्चना की।
ज्ञातव्य है कि जनपद सोनभद्र में 14 ग्रामीण पाइप पेयजल योजनाओं के माध्यम से 1,389 राजस्व ग्रामों की 19,53,458 आबादी को शुद्ध पेयजल उपलब्ध कराया जाएगा। इन परियोजनाओं की कुल लागत 3,212 करोड़ रुपए है। इसके अन्तर्गत परासी ग्राम समूह पाइप पेयजल योजना से 37 ग्रामों की 2,08,564 जनसंख्या, झीलो ग्राम समूह के 166 ग्रामों की 3,43,406 जनसंख्या तथा बीजपुर ग्राम समूह पाइप पेयजल योजना के तहत 3 ग्रामों की 15,394 आबादी को पेयजल उपलब्ध कराया जाएगा।
अमवार ग्राम समूह पाइप पेयजल योजना के अन्तर्गत 65 ग्रामों की 1,30,319 जनसंख्या को पाइप पेयजल उपलब्ध कराया जाएगा। गुरमुरा ग्राम समूह पाइप पेयजल योजना के तहत 9 ग्रामों की 61,405 आबादी, पनारी ग्राम समूह पाइप पेयजल योजना के अन्तर्गत 6 ग्रामों की 44,452 जनसंख्या को पाइप पेयजल उपलब्ध कराया जाएगा। नगवा ग्राम समूह पाइप पेयजल योजना से 46 ग्रामों की 41,413 आबादी तथा तेन्दुआही ग्राम समूह पाइप पेयजल योजना से 88 ग्रामों की 74,423 आबादी को पाइप पेयजल मिलेगा।
बेलाही ग्राम समूह पाइप पेयजल योजना से 233 ग्रामों की 1,59,700 आबादी को पेयजल उपलब्ध होगा। हर्रा ग्राम समूह पाइप पेयजल योजना के 44 ग्रामों की 96,064 जनसंख्या, कदरा ग्राम समूह पाइप पेयजल योजना के 06 ग्रामों की 11,282 जनसंख्या तथा नेवारी ग्राम समूह पाइप पेयजल योजना के 12 ग्रामों की 27,617 आबादी को पाइप पेयजल उपलब्ध कराया जाएगा। केवथा ग्राम समूह पाइप पेयजल योजना से 13 ग्रामों की 50,167 जनसंख्या को पाइप पेयजल की सुविधा मिलेगी। पटवध ग्राम समूह पाइप पेयजल योजना के 661 ग्रामों की 6,89,252 आबादी को पेयजल उपलब्ध कराया जाएगा।
इसी प्रकार, जनपद मीरजापुर में 09 ग्रामीण पाइप पेयजल योजनाओं के माध्यम से 1,606 राजस्व ग्रामों की 21,87,980 आबादी को शुद्ध पेयजल उपलब्ध कराया जाएगा। इन परियोजनाओं की कुल लागत 2,343 करोड़ रुपए है। परियोजना के अन्तर्गत गोठौरा ग्राम समूह पाइप पेयजल योजना के तहत 138 ग्रामों की 2,01,878 आबादी, धौहा ग्राम समूह पाइप पेयजल योजना के अन्तर्गत 226 ग्रामों की 2,91,133 जनसंख्या को पेयजल उपलब्ध कराया जाएगा। महादेव ग्राम समूह पाइप पेयजल योजना के तहत 249 ग्रामों की 2,46,692 आबादी के लिए पेयजल की व्यवस्था की जाएगी। अहुंगी कलां ग्राम समूह पाइप पेयजल योजना के अन्तर्गत 149 ग्रामों की 2,11,106 जनसंख्या को पेयजल उपलब्ध कराया जाएगा।
लेदुकी ग्राम समूह पाइप पेयजल योजना के तहत 124 ग्रामों की 1,55,988 आबादी को पेयजल उपलब्ध कराया जाएगा। तालर ग्राम समूह पाइप पेयजल योजना के अन्तर्गत 84 ग्रामों की 1,32,511 जनसंख्या को पेयजल मिलेगा। मानिकपुर ग्राम समूह पाइप पेयजल योजना के तहत 63 ग्रामों को 66,476 आबादी को पेयजल उपलब्ध कराया जाएगा। महुआरी ग्राम समूह पाइप पेयजल योजना एवं 98 भूजल आधारित योजनाओं के अन्तर्गत 306 ग्रामों की 5,32,763 आबादी तथा दाँती ग्राम समूह पाइप पेयजल योजना एवं 42 भूजल आधारित योजनाओं के तहत 267 ग्रामों की 3,49,433 जनसंख्या को पेयजल उपलब्ध कराया जाएगा।
